Again main problem in your art is your outline. It looks messy. I don't know how long you are making lines but you need to do it more carefully.
Second thing: face. I don't like it. Her eyes are askew (just like her head). Earrings are unequal too (and why so big? <img src="e.deviantart.net/emoticons/let…" width="15" height="15" alt=":P" data-embed-type="emoticon" data-embed-id="395" title=":P (Lick)"/>).
The best part of this picture is her torso. Her boobs are round and nicely sketched. Shading is nice too. Still you need to work on anatomy.

This picture is not original. Random blonde girl with pink outfit. Plain background with simple effect. Nothing to focus. Before you start to color, sketch idea and refine it, then create the appropriate outline - and do it slowly and precisely.
